Short answer: removal is the part where the growth comes off or comes out. Remediation is the whole job, including the water that caused it and the checks afterwards. Paying for one when you needed the other is the most common mistake we see in Houston.
No building can be made sterile, and any company promising to take every spore out of your house is selling something that does not exist. Spores are in the outdoor air across Houston every day of the year. What a proper job does is remove the material that is feeding the growth, clean what can be saved, dry the space to a reading and fix the moisture source so the whole thing does not start over. That full sequence is remediation. Removal on its own is one step inside it.

A small patch of surface growth on a hard, non-porous surface, with an obvious cause you have already dealt with, is often just cleaning. Speckling on shower caulk after a summer of long showers and a fan nobody switched on is the classic example. Wipe it down, improve the ventilation, keep an eye on it for a few weeks.
The test is whether anything porous got wet and stayed wet. Tile, glass, metal and sealed surfaces can be cleaned. Drywall, insulation, carpet pad, particleboard and the back of a vanity cabinet cannot be cleaned reliably once growth has gone into them. Go straight to remediation when the growth covers a large area, when it is inside a wall or ceiling cavity, when it followed a storm or a pipe leak, or when it keeps coming back after being cleaned. Coming back is the clearest signal of the lot: it means the water never stopped.
Texas also draws its own line here. The state licenses mold assessment and mold remediation, and on jobs above its threshold the assessor who writes the scope and the remediator who does the work have to be separate parties. That is worth knowing before you hire, because it changes who you call first. Ask any company for the license numbers that will appear on your paperwork.

Ask for the scope in writing: which material is being cut out, where the cut lines are, what is being cleaned instead and how the work area is sealed.

Ask which license numbers appear on the paperwork, what record you get at the end, and whether that record is something a future buyer or a landlord can be shown.
